Juul Labs, an electronic cigarette manufacturer, has agreed to pay $462 million to six states and the District of Columbia, signifying the company's largest settlement to date for its role in the youth vaping surge, according to New York Attorney General Letitia James on Wednesday.
The agreement with New York, California, Colorado, Illinois, Massachusetts, New Mexico, and the District of Columbia is the latest in a series of recent legal settlements Juul has reached with cities and states across the country.
Attorney General Patrick Morrisey announced Monday that the vaping company, which has laid off hundreds of employees, will pay $7.9 million to resolve a lawsuit alleging the company violated West Virginia's Consumer Credit and Protection Act by marketing its products to minors. The company paid $23.8 million to Chicago to resolve a lawsuit last month.
Last month, Minnesota's case against Juul went to trial, with Attorney General Keith Ellison claiming that the company "lured, deceived, and addicted a whole new generation of children" after Minnesotans reduced adolescent smoking rates to their lowest levels in a generation.
This settlement, like some others reached by Juul, imposes restrictions on the marketing, sale, and distribution of the company's vaporizer products. For instance, it is prohibited from engaging in direct or indirect marketing directed at young people, which includes anyone under the age of 35. In addition, Juul is required to restrict consumer purchases in retail stores and online.
"Juul ignited a nationwide public health crisis by putting addictive products in the hands of minors and convincing them that it was safe," said James in a statement. Today, they are paying for the damage they have caused.
James stated that the $112.7 million owed to New York will fund statewide anti-teenage smoking programs.
Brian Schwalb, attorney general of the District of Columbia, stated in a statement that Juul "knew how addictive and dangerous its products were and actively attempted to conceal this medical reality."

A spokesperson for Juul, a company based in Washington, D.C., stated that with Wednesday's settlement, "we are nearing total resolution of the company's historical legal challenges and securing certainty for our future."
Based on the National Youth Tobacco Survey, the spokesperson added that the use of Juul products by minors has decreased by 95% since 2019. During the pandemic, surveys were conducted online rather than on school campuses, so according to the CDC, the results cannot be compared to previous years.
Juul agreed in September to pay nearly $440 million over a period of six to ten years to resolve a two-year investigation by 33 states into the marketing of its high-nicotine vaping products to minors. This settlement represented approximately 25% of Juul's 2021 U.S. sales of $1.9 billion.
Three months later, the company announced that it had secured an equity investment to resolve thousands of lawsuits brought by Juul users, their families, school districts, city governments, and Native American tribes over its e-cigarettes.
The popularity of mango and mint varieties propelled Juul to the top of the U.S. vaping market approximately five years ago. Teenage use of Juul's high-nicotine capsules propelled the company's growth, with some adolescents becoming addicted.
The majority of parents, school administrators, and politicians have blamed the company for the increase in youth vaping.
The settlement with Juul Labs has been hailed as a significant victory in the fight against adolescent vaping, with many public officials and health advocates hailing it as a necessary step in reducing the harms caused by e-cigarette use.
Concerns about the health dangers of vaping have grown in recent years, particularly as more young people have adopted the habit. In 2018, more than 3 million high school pupils reported using electronic cigarettes, according to the Centers for Disease Control and Prevention.
In large part, the increase in e-cigarette use among young people can be attributed to the prevalence of Juul's products, which are renowned for their sleek design, high nicotine content, and extensive flavor selection.
